Why LIP?
The COVID-19 pandemic disrupted education worldwide, creating a severe learning crisis. In Andhra Pradesh, prolonged school closures worsened existing learning gaps, deprived children of peer interaction, and placed many at risk of dropping out. The Learning Improvement Program (LIP) was jointly designed in response to this challenge
LIP focuses on upper primary school grades (6–8) across government, local body, and municipal schools. It aims to ensure that every child has access to quality education, with strong foundations in literacy, numeracy, and subject-specific learning.
At its core, LIP brings together parents, teachers, and communities to collectively address barriers to learning and strengthen upper primary education. While classroom interventions target grades 6–8, parental and community engagement extends support to children from grades 1–8.

1. Improve learning outcomes in upper primary/middle stage (grades 6–8) across ten districts of Andhra Pradesh:
2. Srikakulam, Vizianagaram, Parvathipuram Manyam, Alluri Sita Rama Raju, Visakhapatnam, Anakapalli, Anantapuram, Sri Sathya Sai, YSR Kadapa, and Annamayya.
3. Strengthen foundational literacy and numeracy (FLN): ensure reading, comprehension, and writing abilities in language subjects, and prerequisite competencies in non-language subjects.
4. Bridge learning gaps using inclusive, multi-level pedagogies integrated into the regular syllabus.
5. Engage parents and communities to create a supportive environment for children's learning.
How LIP works
1. Working with Schools & Teachers
1. Use assessments (baseline, midline, endline) to track progress.
2. Support teachers in adopting tailored strategies, using digital and non-digital tools.
3. Create a strong support ecosystem through DIETs, MRCs, and school complexes.
2. Working with Parents
1. Build awareness of children's learning needs.
2. Provide simple guidance for creating a learning-friendly home environment.
3. Strengthen the parent-teacher-school interface with resources for parental support.
3. Working with Communities
1. Mobilise local volunteers (Village/Ward Secretariat staff, DIET students, community members) to support learning outside school.
2. Provide training and activity resources to volunteers, and recognise their contributions.
3. Engage School Management Committees (SMCs) and Panchayats to foster community-level monitoring and support for school improvement.
The Learning Improvement Program envisions schools as hubs of quality education where children not only achieve Foundational Literacy and Numeracy (FLN) but also thrive across all subjects. By combining the efforts of teachers, parents, communities, and government institutions, LIP strives to create resilient, inclusive, and learning-friendly schools across Andhra Pradesh.
