Amma Kosam

The healthcare innovation “Khushi Baby,” originally developed by the Government of Rajasthan, has been successfully replicated in Andhra Pradesh (AP). The replication initiative was entrusted to the Administrative Staff College of India (ASCI).

The application developed in Rajasthan was taken up as a pilot project in East Godavari District, Andhra Pradesh. Extensive consultations were held with health officials of the Government of Andhra Pradesh to customize the application to local requirements, as several schemes and programmes implemented in Rajasthan were not applicable in AP. Additionally, certain state-specific schemes prevalent in AP were incorporated into the application, which was renamed “AMMA KOSAM.”

The application and its questionnaire were translated into Telugu and tested across select communities. AMMA KOSAM represents an integrated approach combining reproductive healthcare and digital technology to enhance maternal and child health outcomes. The application tracks the health status of pregnant women by sending alerts in local voice messages, while ASHA and ANM workers monitor and follow up with the beneficiaries. A key feature of the application is its offline functionality, enabling field workers to collect data without internet connectivity and upload it once connectivity is restored.

The application facilitates medical support through Primary Health Centres (PHCs), Community Health Centres (CHCs), and medical officers. The collected data is processed using AI-driven analytics to create a comprehensive health data repository, which will be handed over to the Government of Andhra Pradesh after one complete cycle of implementation, approximately 9–10 months.

Each pregnant woman enrolled under the programme is issued a chip-enabled smart card containing her pregnancy-related health information, which can be accessed at any healthcare facility. The pilot study covered one lakh beneficiaries, of whom approximately 10 percent were potential pregnant women. Following initial testing of data entry processes and training of field staff, the application was formally demonstrated to the Principal Secretary (Health) and the team.

Based on the successful proof of concept, it was decided to roll out the application across 100 PHCs. Subsequently, the CIPS team requested the Khushi Baby team to undertake data entry for these PHCs in collaboration with the Government of Andhra Pradesh. The replication project has been successfully completed under the aegis of CIPS.
