Project Dilasa was initiated under the guidance and leadership of the District Collector of Aurangabad district to disburse payments under select social assistance programmes, leveraging the Aadhaar identity of the beneficiaries, to ensure effective targeting, increase transparency and accountability and to stop leakages. Direct Benefit Transfer of special assistance beneficiaries linking with UID number. To bring beneficiaries of special assistance beneficiaries under Financial Inclusion and provide them Direct Cash Transfer.

Methodology

Ownership of the programme by the District Collector and deep commitment and involvement of the Tehsil
officers, Bank of India (BoI) officials and of TranServ (the corporate BC or BCNM) in driving the project.

Status Before Implementation

People were receiving funds through their postal savings account which had a complex multi-step process and involvement of middle men.
The process was time taking, bureaucratic and tedious. Once the documents are lost getting them back involved numerous visits to several government offices.

Service Improvement:

From June-13 DILASA project is integrated with the central Government pfms.nic.in/ online DBT pension disbursement portal. Now the beneficiaries payment file is directly sent to banking system by applying DSC of approving authority(Drawing and Disbursing Officier) . Now no more cheque is issued by DDO. The online system and banking CBS system talks each other and debit the amount form Tahsildar account( DDO) and credit the amount to concerned beneficiaries account to any bank and any branch. Almost all banks were integrated with PFMS (Public Finance Management System) of GOI. The PFMS system makes either UID based or NEFT payment.

Difficulties/Lessons Learnt
  • Bulk quantity of 0 balance accounts opened for beneficiaries at a special camp. Law & Order problem was faced
  • Bulk quantity of UID enrollment at special camps for 9-10 months
  • Challenge in identifying UID linked nationalized banks
  • Challenges faced in setup and control of network of BC. Many Technical challenges were faced.
  • Data Management of real baneficiaries. Mismatch of biometric authentication of beneficiaries. Challenges faced in collecting UID numbers from UIDIA and connecting them with bank account number
  • Payment failure due to d-linking of UID seeding with existing bank account due to the multiple bank account of beneficiaries.
  • Currently mismatching of the finger prints of some beneficiaries due to the changes in finger print impression over the period of time.
    • Soln : We are working to introduce Iris scanner to overcome the problem. Banking BC software has to support the scanner for UID Authentication.

Resource Requirements
Physical Infrastructure:

Laptop , finger print device & printer Setup from bank for new beneficiaries enrollement of UID enabled account in the first week of every month.

Human Resource:

Existing manpower of Branch( 3-4) and additional two data entry operator for 2-3 months for purification of exsiting beneficiaries data as one time cost. ( 8000 per person per month). It may varies based upon the number beneficiaries and whether your existing record is manual or electronics.

With existing infrastructure the project was implemented from district collectotrate with no additional cost.
BC has to procure the Micro ATM along with PC/Laptop,Printer , BFD device ( appr. Cost 50000/- per location)

Performance Indicators
  • 50% reduction in leakage saving Rs 7.7 cr yearly
  • 0% commission to banks, they are enrolled under FI policy of RBI
  • 14739 beneficiaries are benefitted by DCT. A totally cardless solution with additional provision of doorstep payment for handicapped beneficiaries.
  • Earlier 126 banks were involved for disbursements but now only one bank is involved reducing lot of leakages and promoting an efficient and transparent system.
  • Regular automatic reports to Tahsildar on various aspects such as list of actual activated pensioners, amount disbursed on daily basis
