Preparation of Detailed Project Report for Establishment of a Tamil Nadu Marine Forest Training Academy (TNMFTA)

The National Centre for Sustainable Coastal Management (NCSCM), under Ministry of Environment, Forest and Climate Change, Government of India was established with the aim to provide better protection, conservation, rehabilitation, management and policy design of the coast, integrated management of coastal and marine environment for livelihood security, sustainable development and hazard risk management. It strives to enhance knowledge, research and advisory support, partnerships and network and coastal community interface by promoting integrated and sustainable management of coastal and marine areas in India and advise Union and States/ Union Territory Governments.
The Ministry of Environment, Forest & Climate Change (MoEF&CC) has initiated “Enhancing Coastal and Ocean Resource Efficiency” (ENCORE) project to strengthen integrated coastal zone management in all coastal States and Union Territories of India. It seeks to assist the Government of India (GoI) in enhancing coastal resource efficiency and resilience, by building collective capacity (including communities and decentralized governance) for adopting and implementing integrated coastal management approaches. The ENCORE focuses on building and drawing from the experience of the ongoing World Bank-supported Integrated Coastal Zone Management Project (ICZMP), including the linkages between coastal conservation, climate resilience, and poverty reduction. The Project activities are being implemented in Seven (07) States / and Two (02) Union Territories (UTs) of coastal India relate to improving the coastal environment; leveraging the concepts of resource efficiency.
Considering the importance of conservation of marine biodiversity, NCSCM has proposed to establish a “Tamil Nadu Marine Forest Training Academy” (TNMFTA) at a suitable location for capacity building of personnel of Forest and Wild Life Department to enable them to manage the marine life in a proper manner under the ENCORE project of Ministry of Environment, Forest and Climate Change (MoEF&CC) funded by the World Bank.
In this background, Dean of Training Programs, Administrative Staff College of India (ASCI) and Director Centre for Innovations in Public Systems (CIPS), interacted with the team at NCSCM led by its Director for “Preparation of a Detailed Project Report for setting up of Tamil Nadu Marine Forest Training Academy” as a part of the ENCORE project. Accordingly, a proposal was jointly submitted by ASCI and CIPS to the NCSCM and sanction order has also been received.
