Shri M. Balasubramanian, Advisor to CIPS, worked in senior positions under various Ministries of Govt. of India, since 1973. He has 35 years of administrative experience in Central Govt. establishments for the implementation of various development-oriented projects involving Youth, Women, NGOs, Civil Societies and the Community. Closely co-coordinated with senior bureaucrats in Central/State Governments as part of his official duties and responsibilities. Also performed the duty of Controller of Finance (Pay & Accounts Officer) for 11 years for Nehru Yuvakendra Sangathan, a National organization under Government of India for 109 districts in Southern States.

Maintained good rapport with the officials of all levels both State & Central Governments. Rich experience in Administration & Management, Co-ordination and Liasioning, Project Planning, Networking Youth Groups, Women Folk, NGOs and Civil Societies for community-based programs and projects. Rich experience in coordinating NGOs for community-based programs. Attended many professional trainings (State, Regional, National and International levels). He was also heading the National Organization viz. Nehru Yuva Kendra Sangathan under the Ministry of Youth Affairs & Sports, Govt. of India for South Zone comprising of Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and UTs of Pondicherry and Lakshadweep for more than 10 years as Director, South Zone.

After retirement, served as Special Officer for 2 years in a Government University. Also served as Project Consultant for UN Agencies like UNICEF, UNDP & UNFA. Further served as Vice President (Next to the position of Managing Director) in an infrastructure development company at Chennai for a period of 26 months (April 2012 to June 2014) with many appreciations from all concerned.

As Special Officer for the Govt. Universities appointed by the Governor, nominated by the Govt. of India to various official delegations abroad. Underwent National & International trainings, sponsored by the Government of India. He has received Chief Secretary’s Award for the outstanding performance in Family Welfare project by the Govt. of Tamil Nadu. His performance was assessed as outstanding by the controlling officers and out-of-turn elevation twice in the services of NYKS under Ministry of Youth Affairs & Sports, Govt. of India. Recommended by the Govt. of Tamil Nadu and Govt. of India for “Padmashree” Award considering the meritorious services rendered but not conferred due to delay in the process.
