About Mission Mode Projects (MMPs)

Centre for Innovations in Public Systems (CIPS) has been entrusted the project titled – “Capacity Building Programmes of Innovative/Best Practices under the Mission Mode Projects (MMPs) of State Governments and Govt. of India” by Department of Electronics and Information Technology (DeitY), Ministry of Communications and Information Technology, Govt. of India on 22nd May 2014

The MMPs are individual projects within the National e-Governance Plan (NeGP) that focus on one aspect of electronic governance. Mission mode implies that projects have clearly defined objectives, scopes, implementation timelines, milestones, measurable outcomes, and service levels.

The National e-Governance Plan (NeGP) comprises 44 MMPs, which are further classified as Central, State and Integrated Projects.

Objectives of the Project

  1. To provide a platform for cross-fertilization of ideas/innovative practices and to share the experience of States/UTs in the area/usage of Information and Communication Technology (ICT) for a greater service delivery.
  2. To put in place a system that captures Innovations across MMPs and helps in the Development and Management of Knowledge Repository that will come in handy for future reference.
  3. To apprise the participants about the latest ICT learning and e Governance initiatives by Government of India/States/UTs and also provide them the necessary insights in to the processes and technical aspects of these initiatives (along with field visits, whenever possible).
  4. To help in the development of capabilities on Innovative & successful implementations across NeGP.
  5. To establish a networking forum between the experts/champions of these initiatives and to exchange and share the ideas/perspectives and development(s) in the area from across the States/UTs.
  6. To discuss and arrive at practical road-map for institutionalizing these innovative practices in their home States/UTs by adopting e Governance and ICT initiatives.

What is the focus of Capacity Building Project?

Aimed at reaching out to different levels of officers of Governments, be it at the State level or Central level, the Capacity Building Project supported by Department of Electronics and Information Technology (DeitY), CIPS has embarked on this ambitious project to ensure that there is cross-learning between states and among stakeholders within a state to spur an ethos of innovation. Sharing best practices in various domain areas relating to a specific MMP or among different departments enables a vibrant knowledge sharing and learning environment. This is the key focus of the Capacity Building Project. Further, the goal is to ensure that this process is not one-off but triggers an institutional adoption by the State Administrative Training Institutions, popularly referred to as ATIs. Other departmental training institutions will also be covered in the course of this two years project to ensure that a culture of innovation and best practices are adopted across the country.

When did the Project Start?

The administrative approval for the project was accorded on 22nd May 2014. The acceptance by CIPS was given on 26 May 2014.

It is a two year project, and will end on 25th May 2016
